Developer-Funded Regional Flood Protection Improvements – The area around Parkside Estates remains at risk of flooding even after the County undertook emergency repairs last year. Our plan addresses this and brings better flood protection to our surrounding neighbors and thousands of Huntington Beach residents and businesses.
Flood Control Improvements Overview - At its expense, Shea Homes will install a new major regional storm drainage system along Graham Street, maintain the existing 60” storm drain on the north edge of our property, and create an on-site drainage system throughout our property. We also will make any revisions to the County’s emergency levee repairs necessary to make the northern Wintersburg Channel levee alongside our property certifiable by FEMA, and will also build a FEMA-certified tidal flooding barrier between the flood control channel and the mesa. We will also make improvements to pumps in the Slater Storm Water Channel pump station. These improvements will increase the pump station’s capacity beyond what is needed for Parkside Estates.
Eliminating and Reducing Flood Insurance Premiums - When all the Parkside Estates off-site and on-site flood control improvements are installed and certified by the Federal Emergency Management Agency:
If you live in the areas shaded in yellow on this map, you will be able to work with your mortgage company to eliminate all of your mandatory flood insurance requirements. Approximately 7,000 Huntington Beach residents and businesses will enjoy this benefit.
If you live in one of the areas shaded blue, you will be eligible for lower flood insurance premiums because your home will be in a “detailed study zone,” a better flood classification than your current classification.*

Reducing Neighborhood Flooding - The new storm drains and improvements to the Slater Pump Station, which Shea Homes will fund at no cost to taxpayers, will help the City of Huntington Beach implement its master plan of drainage for flood control systems. The increased capacity provided reduces the potential for flooding within two neighborhoods just south of the Warner/Graham intersection and also will allow the areas to drain more quickly, reducing the duration of street flooding.
Reinforcing Levees - Even with recent emergency repairs undertaken by the County, the north levee of the Wintersburg Channel levee cannot be certified by FEMA. Once we receive our approvals, Shea Homes will undertake the levee repairs necessary to make it possible for FEMA to issue a new flood map for the area. Our developer-funded work will be the first in an anticipated series of county improvements that will eventually extend to both sides of the levee from the Pacific Ocean to the 405 Freeway.
Protection from Tidal Flooding – The creation of a ‘muted tidal basin’ as part of the Bolsa Chica Restoration has put approximately 800 neighborhood homes at risk of tidal flooding. Shea Homes will fix this dangerous problem by tying the flood control channel to the Bolsa Chica mesa via a “vegetated flood protection feature,” or VFPF.
